The finance team could describe the problem but nobody owned it. Stock sat for ninety days because purchasing was rewarded on unit price, and the payment run went out on a schedule set years earlier by a person who had left.

We mapped the cycle end to end, put a single owner on each leg, and changed what purchasing was measured on. The facility the board had lined up was never drawn.
